With so many technical phrases and acronyms used in the growth agenda, we have put together a jargon busting guide to help make things clearer for you.

A10

The A10 runs from London to King's Lynn, providing an easy transport route from the North to the South of East Anglia.

A14

A 127-mile trunk road that runs from the junction of the M1 and M6 near Rugby to Felixstowe, via Cambridgeshire.

A428

The A428 runs from Cambridge to Coventry, via Bedford and Northampton. The section of the A428 from Caxton Common to Hardwick was widened to provide 4.8 miles of two-lane dual carriageway.

A47

The A47 links Birmingham to Great Yarmouth, via north Cambridgeshire.

AAP [Area Action Plan]

An AAP is the core development strategy for a particular area, which clearly sets out the vision and objectives for the development.

AAR [Addenbrookes Access Road]

A road funded by the Horizons Rolling Fund and Cambridgeshire County Council's Prudential Borrowing powers, linking Addenbrookes Hospital to Trumpington and Southern Cambridge. This road is in the process of being constructed and will be completed in advance of the development of the Cambridge Southern Fringe.

ACID [Arts & Culture Implementation and Development Group]

A partnership comprising representatives from Cambridgeshire Horizons and the six local authorities, which ensures arts and culture projects in the County are moved forward.

Biomass CHP [Biomass Combined Heat and Power Plant]

A sustainable power plant that uses biomass (otherwise know as biological or natural) materials to create both energy and heat.

bpha [Bedfordshire Pilgrims Housing Association]

A Registered Social Landlord that provides affordable housing throughout central, southern and eastern England.

CCC [Cambridgeshire County Council]

The County Council provides services for Cambridgeshire's c500,000 residents, local businesses and visitors. Its main functions are Education, Libraries and Heritage, Social Services, Roads and Traffic, Environment, Strategic Planning, Trading Standards, Waste Disposal and County Farm Estates.

Cambridge City Council

Cambridge City Council is the Council covering the City of Cambridge which has a population of c110,000. It is responsible for delivering a range of services to Cambridge citizens and visitors including Housing, Leisure and Recreation, Waste Collection, Local Planning, Council Tax Collection and Environmental Health services.

CPL [Cambridgeshire Partnerships Limited]

CPL is a brand new organisation that brings together five of the leading housing provides in the East of England region, including bpha, Aldwyck Housing Association, Hundred Houses Society, King Street Housing Society and The Papworth Trust.

Carbon sink

A carbon sink is a store of carbon dioxide formed by natural processes. For example, a pond that is home to plants and algae that can store CO2 through photosynthesis.

CCHP [Combined Cooling, Heat and Power]

A CCHP system works by making use of the heat that is usually lost as waste - for example as steam seen rising from traditional coal-fired power station cooling towers - during the process of producing electricity. With a CCHP the electricity is generated, and the system then recovers the heat that is normally lost during this process of electricity generation. The recovered heat is then used to provide hot water, which is then used to heat and cool homes and public buildings linked to the local CCHP network.

CGB [Cambridgeshire Guided Busway]

The Cambridgeshire Guided Busway is a dedicated track running between St Ives and Cambridge that special buses run on. The CGB will be the longest guided busway in Europe, and will provide a fast and efficient public transport link between Huntingdon and Cambridge, stopping at a number of towns and villages en route.

CIF [Community Infrastructure Fund]

A CLG run fund to support transport infrastructure costs required to enable faster housing development in Cambridgeshire, and three other growth areas in the UK.

Code for Sustainable Homes

The Code for Sustainable Homes is an environmental impact rating system used for new homes in England, which sets standard for increasing levels of sustainability and energy efficiency to limit the environmental impacts of new homes.

DCMS [Department for Culture, Media and Sport]

The Government department responsible for arts, broadcasting, the press, museums and galleries, libraries, sport and recreation, National Lottery, tourism, creative industries, press freedom and regulation, licensing, gambling and the historic environment.

The Government department responsible for children's services, families, schools, 14-19 education, and the Respect Taskforce.

DECC [Department of Energy and Climate Change]

The Government department that brings together much of the Climate Change Group, previously housed within DEFRA, with the energy group from the Department of Business, Enterprise and Regulatory Reform (BERR).

DEFRA [Department for Environment, Food and Rural Affairs]

The Government department responsible for the environment, rural development, the countryside, wildlife, animal welfare, and sustainable development.

DfT [Department for Transport]

The Government department responsible for transport issues (that aren't devolved), in particular railway franchising and a range of executive agencies, including the Highways Agency.

DIUS [Department for Innovation, Universities and Skills]

DIUS brings together functions from two former departments. Science and innovation responsibilities from the Department of Trade and Industry. Skills, further and higher education from the Department for Education and Skills.

EA [Environment Agency]

The Government agency concerned mainly with rivers, flooding, and pollution.

ECDC [East Cambridgeshire District Council]

The District has a population of c70, 000, is mainly rural in nature and contains the Cathedral and market town of Ely. The District Council provides Housing, Leisure and Recreation, Waste Collection, Local Planning, Council Tax Collection and Environmental Health services.

Eco-town

CLG's definition of an eco-town is: Eco-towns will be new towns which are exemplar green developments of up to 20,000 homes. They will be designed to meet the highest standards of sustainability, including low and zero carbon technologies and good public transport.

EEDA [East of England Development Agency]

EEDA is one of the 9 regional Development Agencies created by Government to focus on economic development and building prosperity in the English regions. Its vision is to make the East of England a world-class region, recognised for its knowledge and skills base, the creativity of its people and the quality of life enjoyed by all of those who live and work there.

EELGA [East of England Local Government Association]

EELGA is a new voluntary association set up by the 52 local authorities in the East of England following the abolition of EERA.

EERA [East of England Regional Assembly]

EERA was a partnership body that brought together elected councillors from the regions 54 councils and representatives from the private, voluntary and community sectors. EERA ceased to exist in March 2010.

ERDF [European Regional Development Fund]

The ERDF is a fund allocated by the European Union to promote regional development.

ESCO [Energy Service Company]

An ESCO is a company that develops, installs, and finances projects to either improve energy efficiency, or create a new energy provision network for a community, often using sustainable sources.

EU [European Union]

The European Union is the political and economic union of 27 member states established in 1993.

FDC [Fenland District Council]

Fenland District Council provides a broad range of local services in and around the Cambridgeshire market towns of Chatteris, March, Whittlesey and Wisbech. It provides Housing, Leisure and Recreation, Waste Collection, Local Planning, Council Tax Collection and Environmental Health services to a largely rural population of c85,000.

GCP [Greater Cambridge Partnership]

The GCP is the sub-regional economic partnership (SREP) covering a 25-mile radius around Cambridge. The area includes Huntingdon, Wisbech, Ely, Newmarket, Bury St Edmunds, Haverhill, Royston and Stansted.

GO East [The Government Offices for the East of England]

GO East covers Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk, and brings together into a single operation the varied regional activities of a range of Government departments with the aim of making the region a better place to live and work in.

Green Infrastructure

Green Infrastructure is a planned network of multi-functional green spaces that will provide the local community with places to walk, play and relax, whilst improving and increasing habitats for wildlife and enhancing the landscape of Cambridgeshire.

HA [Highways Agency]

The Highways Agency is an Executive Agency of the Department for Transport (DfT), and is responsible for operating, maintaining and improving the strategic road network in England on behalf of the Secretary of State for Transport.

Hanley Grange

Hanley Grange was a proposed new town put forward via the Government's eco-town process. Jarrow Investments Limited have since within their application from the eco-town process and have proposed the development via the review of the Regional Spatial Strategy process instead.

HCA [Homes and Communities Agency]

The Homes and Communities Agency (HCA) is the national housing and regeneration agency for England. With an investment budget of over £5 billion per year, its scale and resources mean it can bring about a step change in housing supply, and enhance people's quality of life by creating and regenerating communities where people want, and can afford, to live. HCA brings together English Partnerships, the Housing Corporation's investment arm and the Academy for Sustainable Communities, with some delivery functions of Communities and Local Government.

HDC [Huntingdonshire District Council]

Huntingdonshire District Council provides Housing, Leisure and Recreation, Recycling and Waste Collection, Local Planning, Council Tax Collection and Environmental Health services to the c159,000 population of Huntingdonshire. The district is mainly rural and contains the 4 main market towns of Huntingdon, Ramsey, St Ives and St Neots.

A CLG run fund to support Housing Growth in Key Growth Areas, such as Cambridgeshire.

Infrastructure

Infrastructure is a term used to describe new facilities, such as roads, community centres, schools, IT provision and cycle paths, with a development. It means anything that is required, other than houses, to make a new development work.

Intermediate Rented Housing

Recently re-branded as "HomeBuy", the resident pays a mortgage on the part of the home they own, plus rent on the part they do not own. Initially customers can buy between 25% and 75% of the property, and further shares later at their market value (though some restrictions may apply). The rent paid on the share not owned is designed to be affordable, up to a maximum of 3% per year on the value of the home the landlord has retained.

JAG [Joint Action Group]

A JAG is a group of organisations who have a shared view who work together to increase their impact.

JDCC [Joint Development Control Committee]

A committee comprising Councillors from two or more local authorities that joins together to make a decision on a planning application.

JIP [Joint Implementation Plan]

A partnership implementation plan used for the progression of the Regional Spatial Strategy and Regional Economic Strategy.

Joint Promoters

Two or more organisations working together to achieve planning permission for a new development - specifically, for Northstowe, HCA and Gallaghers.

LABV [Local Asset Backed Vehicle]

A local asset backed vehicle is a fund that combines public sector assets, such as land or expertise, with equity from investors to finance the delivery of new communities.

LDF [Local Development Framework]

A Local Development Framework is a local authority's strategic plan for growth. The LDF includes a number of compulsory and optional documents, which outline the areas for growth in the area.

LDV [Local Delivery Vehicle]

Cambridgeshire Horizons is a Local Delivery Vehicle, responsible for driving forward the development of sustainable new communities in the County.

Northstowe AAP [Northstowe Area Action Plan]

The document that sets out the core development strategy for the new town of Northstowe.

Northstowe JAG [Northstowe Joint Action Group]

The Parishes Northstowe Joint Action Group is a group of South Cambridgeshire Parish Councils, established by formal resolutions of those Councils. Current member Parish Councils are: Cottenham, Girton, Histon, Impington, Longstanton, Milton, Oakington and Westwick, Rampton, Swavesey and Willingham. Its purpose is to secure greater participation of Parish Councils in the development planning process.

Northstowe JDCC [Northstowe Joint Development Control Committee]

Is a committee comprising Councillors from South Cambridgeshire District Council and Cambridgeshire County Council who are jointly responsible for determining planning permission for Northstowe.

Northstowe Joint Promoters

Gallagher Estates and English Partnerships are the Joint Promoters of the new town of Northstowe.

OJEU [Official Journal of the European Union]

The OJEU is the gazette of record for the European Union. The OJEU tender process uses OJEU regulations and recommendations to ensure high value tender processes are fair across the European Union.

PCT [Primary Care Trust]

A PCT is an NHS trust created to provide, or commission the provision of, some primary and secondary health services in a particular area. NHS Cambridgeshire covers the requires for the county of Cambridgeshire, excluding Peterborough.

PoD [Programme of Development]

A schedule of projects that require funding in the local area to support growth over a defined period of time. The PoD is submitted to CLG as a part of the bidding process to gain Housing Growth Funds.

Rolling Fund

A fund of money used to fund infrastructure projects, which is then recouped at a later date from developers, usually when houses are sold, to allow development to happen in a timely manner. Once recouped the money is then invested into another project to bring forward development.

RES [Regional Economic Strategy]

The Regional Economic Strategy for the East of England is currently being developed by EEDA, in conjunction with EERA to create a long-term vision for the economic future of the East of England.

RSS [Regional Spatial Strategy]

The Regional Spatial Strategy for the East of England (otherwise known as the East of England Plan) was published in May 2008. It sets out the regional strategy for planning and development to 2021, and creates a long-term vision for the region. [LINK to RSS page]

RSL [Registered Social Landlord]

Another name for Housing Associations, Registered Social Landlords are independent, not-for-profit organisations that deliver and manage social housing.

S106 [Section 106]

A Section 106 agreement is a package of funding, land, or other contributions from a developer to help set up and support the local community. For example, S106 money is used to fund transport improvements, build community centres and provide land for green spaces.

SCDC [South Cambridgeshire District Council]

South Cambridgeshire District Council serves a largely rural district with a population of c130,000 mainly living within small villages. The key services provided by the District Council include Housing, Leisure and Recreation, Waste Collection, Local Planning, Council Tax Collection and Environmental Health.

Shared equity

This is a type of home that is parted owned by the resident, and part owned by either a council of housing association. The resident then pays affordable rent on the proportion that the council or housing association owns, and often has the opportunity to purchase more equity over time.

SHMA [Strategic Housing Market Assessment]

The Strategic Housing Market Assessment is a study into a defined housing market. The SHMA considers a range of issues including housing need, affordability, house prices, population changes and housing stock.

SNR [Sub-national review]

A national review of regional governance arrangements throughout England.

Social or Local Authority Landlord

Affordable homes (whether rented, shared ownership or other tenures) are usually managed by either the local authority (council) by registered social landlord (RSL), otherwise known as housing associations.

Socially rented

Social rented housing is accessed by people on the basis of housing need.  Rents are charged within limits set by the government. SUDS [Sustainable Urban Drainage Systems]

SUDS are systems designed to reduce the potential impact of new and existing developments on surface water drainage. SUDS try to replicate natural drainage systems that can drain away dirty and surface water run-off through collection, storage, and cleaning before allowing it to be released slowly back into the environment, often via watercourses.

Tenure

Housing tenure is the word used for the type of ownership of property, for example shared equity or affordable rented.

TIF [Transport Innovation Fund]

A Department for Transport administered scheme that allows local authorities to bid for funds towards schemes that combine both demand management with anti-congestion measures.

Tax Increment Finance is a method of borrowing funds to pay for infrastructure, on the basis that additional housing requiring that infrastructure will increase tax revenues.

WCS [Water Cycle Strategy]

A WCS provides a plan and programme of Water Services Infrastructure implementation for a defined area. It is determined through an assessment of the environment and infrastructure capacity for water supply, sewage disposal, flood risk management, and surface water drainage.

WWTW [Waste Water Treatment Works]

A WWTW is where waste water treatment to remove contaminants from waster water, both run offs and domestic, to produce a waste stream (otherwise known as treated effluent) and solid waste (otherwise known as sludge).
